Timothy Quinn

Timothy Quinn, JD, MA, BA

From 2017 to 2025, Timothy Quinn served as the principal public liaison for U.S. Customs and Border Protection (CBP), the largest law enforcement agency in the United States. In this role he collaborated with state, local, tribal and territorial governments, law enforcement, civil society, academia and the public. Prior to this position, he served as Acting Chief of Staff of CBP from 2015 to 2017.

Before joining CBP, Timothy was the Senior Associate Dean and Chief Academic Officer of the Joseph A. Sellinger, S.J., School of Business and Management at Loyola University - Maryland. He was responsible for all graduate, undergraduate and executive education programs.

Timothy also held the position of Chief of Staff at the White House Office of National Drug Control Policy where he oversaw day-to-day operations and contributed to the development of policies on drug prevention, treatment, domestic law enforcement, interdiction and international partnerships.

Timothy has held several senior positions at the U.S. Department of Justice including Acting Director and Associate Director of the Office of Intergovernmental Affairs; Acting Director, Deputy Director for Management; and Chief of Staff of the Office of Community Oriented Policing Services (COPS). He began his career in government working for the United States Senate.

He has a Bachelor of Arts from Le Moyne College in Syracuse, New York, a Juris Doctor from Loyola University New Orleans School of Law and a Master’s in Leadership from the McDonough School of Business at Georgetown University. Timothy is a member of the Maryland State Bar and serves on the Council on National Security and Immigration, a project of the National Immigration Forum.
