Thomas A. Bradshaw

Thomas A. Bradshaw, DLS, is a Captain with the Virginia State Police and Commander of the Communications Division. He is also a lecturer for the University of Virginia School of Continuing and Professional Studies, Master of Public Safety Program. Dr. Bradshaw is an accomplished, seasoned law enforcement leader with a proactive, forward-thinking approach to leading complex, high-profile missions. His long career has focused on teaching and serving in the criminal justice profession as a Police Officer in Suffolk, Virginia, and with the Virginia State Police for the past three decades. He has taught for over three decades as a Virginia State Certified General, Emergency Driving and Executive Protection Specialist Instructor.

Dr. Bradshaw's background includes 16 years of Emergency Medical Services, 7 years assigned to the Virginia State Police SWAT team as a Master Operator, and 13 years on the Executive Protective Detail for the Governor of Virginia. He has vast experience with high-profile events and has led and coordinated Gubernatorial Inaugurations of the Governor of Virginia, Presidential Inaugurations, and National Conventions. Furthermore, he has supervised, advanced and protected Governors during numerous trade missions worldwide, working closely with the U.S. Embassies and foreign governmental agencies.  

Dr. Bradshaw holds a Doctor of Strategic Leadership from Liberty University, a Master of Public Safety from the University of Virginia, a Master of Public Administration from Troy University, and a Bachelor of Science in Governmental Administration from Christopher Newport University. He is a 2006 graduate of the UVA National Criminal Justice Command College and the Harvard University School of Business Executive Leadership Principles. He was awarded a Postdoctoral Executive Fellowship in Criminal Justice from the National Policing Institute (2023 – 2026) and is a National Criminal Justice Honor Society Professional Member.
