Michael P. Fischetti, JD

Michael P. Fischetti is a consultant, instructor, researcher, experienced acquisition leader and subject matter expert in contract management.  He currently is a Professor of Program and Contract Management for the Defense Acquisition University, private training firms and the University of Virginia.  Michael has over 35 years of acquisition experience in management, policy, and contracting officer positions in all facets of government and agency policy development and implementation, oversight, program management, and procurement operations for services, weapon systems, and information technology for a variety of government and civilian organizations.  

Michael was the executive director of the National Contract Management Association (NCMA) from 2012-2018.  NCMA is a professional association for those practicing contract management and related professions, located in Ashburn, Virginia. In that position, he was chief executive officer (CEO), with over 20,000 contracting and acquisition professionals, 111 chapters worldwide, an annual budget of approximately $7.5M, and a professional staff of 30. He managed conferences, education and certification programs; oversaw a variety of publications, including a monthly magazine, a scholarly journal, newsletters and instructional books and materials; revised the Contract Management Body of Knowledge and Contract Management Standard, obtaining American National Standards Institute (ANSI) accreditation.  

Throughout his career, Michael supported various roles for NCMA on the national Board of Directors (2007–2012), serving on a variety of committees, including Chair of the Professional Standards and Ethics Committee, as well as various Board positions for the flagship Washington, DC Chapter.

Prior to this position, Michael Fischetti was the component acquisition executive (CAE) for the $50B+ Military Healthcare System (MHS), responsible for program management and oversight, acquisition workforce management, and policy implementation. He was the head of contracting activity (HCA), responsible for managing all contracting for healthcare, information technology and supporting services contracts within DHA, coming from the Department of Energy, where he was director of their Office of Procurement and Assistance Policy for a $23B acquisition portfolio from 2004-2008.  Mr. Fischetti joined the Federal Senior Executive Service in 2006.  He has been a Federal Contracting Officer in several agencies, developed and implemented acquisition and financial assistance policy guidance and rulemakings and negotiated government and industry contractual positions.

Michael’s formal education includes a Juris Doctor degree, an MS in national resource strategy from the National Defense University (NDU), an MA in business management from Central Michigan University, and a BA in economics and political science from the State University of New York at Buffalo. He is an American Society of Association Executives (ASAE) Certified Association Executive (CAE), a Certified Professional Contracts Manager (CPCM) and holds contracting and program management certifications from the Department of Defense.

Michael is a member of the Procurement Round Table as well as the Senior Advisors to Government Executives Program (SAGE) within the Partnership for Public Service.  He also volunteers as a member of the Board of Directors for the American Red Cross, the Arc of Loudoun; the Board of Directors of Banshee Reeks (Leesburg) chapter of Virginia Master Naturalists; Great Falls National Park; usher at Wolf Trap Farm Park and Ford’s Theater; and is a hike leader for Potomac Regional Outings of Sierra Club and the Northern Virginia Hiking Club.  He is married to Karen, has three grown children, two grandchildren and lives in Leesburg, Virginia. Michael enjoys hiking, exercising, traveling, reading and being at home.
