UVA’s School of Continuing and Professional Studies is thrilled to welcome Dr. Rudy de Leon Dinglas as a member of our Public Administration teaching team. Dr. de Leon Dinglas is the Chief of Staff at the Bloomberg Center for Government Excellence at Johns Hopkins University and brings over seventeen years of experience in both the private and public sectors.
Describing himself as a “prac-ademic,” Dr. de Leon Dinglas says he is motivated by helping bridge academia and practice to provide government leaders with the practical tools and applications to enhance their capacities to govern effectively while at the same time, bringing real-world issues to the classroom and engaging students and adult learners around those issues.
Dr. de Leon Dinglas’ contributions to public service include an appointment to the Maryland Transportation Commission by Governor Wes Moore (2023–2026) and recognition as the recipient of the ASPA Center for Accountability & Performance Emerging Leader Award of Excellence (2022). He has also served as Social Media Associate Editor for Public Administration Quarterly and is currently serving as a board member of the Northeast Conference on Public Administration (2020–Present). He is grateful for the opportunities to implement performance management programs in Baltimore City and advise state ad agency heads, mayors and senior government officials across the US, Canada, Latin America and Europe on effective data governance and performance management practices.
A travel lover, Dr. de Leon Dinglas appreciates the work-related opportunities he is offered through Johns Hopkins University. Some of his recent international travels include Japan and El Nido Philippines (December 2024-January 2025), Mexico City, and Australia.
At the School of Continuing and Professional Studies, Dr. de Leon Dinglas will be a lecturer in the Public Administration certificate program helping to prepare individuals to strengthen organizations and communities by collaborating to solve complex problems and deliver public value. He loves facilitating engaging conversations, and is eager to share with students his passion for shaping policies and actions that ultimately impact communities and is equally excited about engaging with the School’s working adult students and the rich, diverse experiences they bring to the classroom.
Dr. de Leon Dinglas, whose teaching experience includes undergraduate, graduate and non-traditional students at the University of Wisconsin and at Johns Hopkins University, shared “When engaging [adult students] in conversation—regardless of topic—it is so rewarding to see how their diverse experiences shape their perspectives and approaches, and I enjoy hearing and seeing them apply their learning to their own scenarios. This is when I know true learning has taken place - when they begin to see or illustrate real-world application,” Dr. de Leon Dinglas stated.
